NATAPOS ang ilang araw na impasse sa Senado sa biglaang pagdalo ni Senador Francis Chiz Escudero at binuksan ang sesyon.
Pasado alas-3:20 ng hapon nang dumating si Escudero sa plenaryo kaya’t sinimulan ang sesyon at nagsilbing presiding officer si Senador Sherwin Gatchalian.
Sa mosyon ni Senador Vicente Tito Sotto III, idineklarang bakante ang lahat ng position sa Senado mula sa Senate President Pro Tempore pababa.
Inihalal ng 12 senador si Gatchalian bilang Senate President Pro Tempore at acting Senate President habang si Senador Juan Miguel Migz Zubiri bilang Senate Majority leader at chairman ng Senate Committee on Rules at Foreign Relations.
Kasunod nito ay inihalal na rin ang chairmanship ng iba pang komite na kinabibilangan ni Senador JV Ejercito sa Finance; Sotto sa National Defense and security; Senador Panfilo Lacson sa Public Order at Accounts; Senador Erwin Tulfo sa Blue Ribbon, Social Justice, Welfare and Development; Si Senador Raffy Tulfo naman sa Public Services; Senador Bam Aquino sa Basic Education; Senador Kiko Pangilinan sa Agriculture, Food and Agrarian Reform; Senador Risa Hontiveros sa Health and Demography; Senador Lito Lapid sa Games and Amusement; at Escudero sa Urban Planning, Housing and Resettlement.
Inihalal naman bilang Senate Secretary si Atty. Renato Bantug habang si retired Police Major General Alfred Corpuz bilang Senate Sgt at Arms.
Sa kanyang statement, sinabi ni Escudero na ang kanyang desisyon na dumalo sa sesyon ay bunsod ng kanyang pagnanasa na protektahan ang institusyon. At hindi upang suportahan ang anomang political faction.
“This is not a political contest. I am not taking sides. I am taking a stand for the Senate. My allegiance is not to any faction, personality, group or alliance. This is not about loyalty, betrayal, or choosing one group over the other—this is about duty,” saad ni Escudero.
